A clear and detailed report (June 2006) on the legal and proceedural problems of prosecuting child abuse in Cambodia. Part of it is that the law is unclear on several points, then there’s corruption, training to handle sex cases and the huge, huge social shame. Then I think about when I was a kid and to even mention sex abuse as a problem was a huge scandal. Now it’s a recognized tragedy, and the victims have a voice. So I’m hopeful, especially when there are people like Action Pour Les Enfants and Licadho working.
